Legal / regulated
3A licensed legal route exists for at least some adults.
Medical only
3Access through a clinician or an authorisation scheme. Not general legalisation.
Decriminalised
5Still prohibited. Personal possession attracts a fine or diversion rather than a charge. Supply is still a crime.
Unregulated
4No statute names psilocybin. Usually because nobody legislated, not because anybody decided it was acceptable.

The distinction most sources blur is decriminalised versus legal. Decriminalisation means possession of a personal amount is handled as a fine or a diversion instead of a criminal charge, supply and cultivation remain crimes everywhere in that category, and people are still prosecuted for them. Unregulated is a third thing again: no statute names psilocybin, usually because nobody legislated rather than because anybody decided it should be permitted. That can change with no warning and no transitional period.
